Short answer: any kitchen scope that moves plumbing, changes electrical circuits, touches gas, or removes a wall needs a building permit in every Las Vegas Valley jurisdiction. Cosmetic swaps do not. Below is exactly where the line sits in 2026.

Cosmetic (no permit)

  • Painting, cabinet refacing, cabinet doors/fronts only
  • Countertop replacement on existing base cabinets, same sink location
  • Faucet, disposal, light-fixture swap in the same location
  • Appliance replacement when the new appliance uses the existing gas/240V connection
  • Flooring replacement (no sub-floor changes)

Permit required (combination permit + sub-permits)

  • Moving a sink, dishwasher or gas range to a new wall
  • Adding or relocating any electrical circuit (island outlets, new lighting circuits, induction 240V)
  • Removing or opening any wall — load-bearing or not
  • Adding ventilation ductwork through the roof or exterior wall
  • Any gas-line change beyond a shutoff-valve replacement

What happens if you skip the permit

Two real risks: (1) an unpermitted kitchen shows up on resale disclosures and appraisals, killing 3–8% off the sale price or the deal entirely; (2) if a homeowner-insurance claim traces back to unpermitted work, coverage is denied. Retroactive as-built permits cost 3–6× the original fee plus selective demo to expose the work — always cheaper to pull it up front.
