The permit question is the single biggest source of confusion — and expensive surprises — for Las Vegas homeowners planning a 2026 remodel. "Las Vegas" is not one jurisdiction. The valley is a patchwork of the City of Las Vegas, the City of Henderson, the City of North Las Vegas, the City of Boulder City and large unincorporated areas administered by Clark County. Each has its own building department, its own fee schedule, its own turnaround, and its own quirks. This guide is our 2026 roadmap for planning-stage homeowners: which office handles your project, what gets pulled, what it costs, and how long it takes.
Step 1 — Figure out which jurisdiction you're actually in
Your mailing address says "Las Vegas, NV" for most of the valley, but the parcel itself may sit inside city limits or in unincorporated Clark County. Pull your parcel on the Clark County Assessor site and look at the jurisdiction code — that tells you where the permit goes:

Step 2 — Match your scope to a permit type
All five valley jurisdictions permit the same core categories: building, electrical, plumbing, mechanical/gas, and combination. The trigger points are nearly identical because they all enforce the same 2021 IRC / 2023 NEC base with local amendments. Cosmetic swaps stay permit-free; anything that touches structure, drainage/vent, gas or new branch circuits crosses the line.

Step 3 — Know what each office actually charges and how long it takes
Fees vary by jurisdiction and scope, but the 2026 ranges below are typical for residential remodels. Plan-review time is the real schedule driver — build it into your project calendar from day one.
City of Las Vegas — Department of Building & Safety
- Over-the-counter cosmetic permit (fixture-in-place, water heater): $175–$350, same-day.
- Bathroom remodel combination permit: $450–$1,100, 2–4 week plan review.
- Kitchen remodel with electrical + plumbing + mechanical: $700–$1,400, 3–5 week plan review.
- Structural wall removal: $900–$2,000 plus $400–$1,000 engineered plans, 3–5 week review.
- Room addition (200–600 sq ft): $2,000–$3,500 all-in fees, 5–8 week plan review.
- Online portal: Citizen Access at lasvegasnevada.gov — most trades permits accept e-plan submittal.
City of Henderson — Development Services
- Cosmetic OTC permit: $150–$300, same-day issue.
- Bathroom remodel combination permit: $400–$900, 2–3 week plan review.
- Kitchen remodel combination permit: $600–$1,200, 3–4 week plan review.
- Structural wall removal: $800–$1,800 plus $400–$900 engineered plans, 3–5 week review.
- Addition or detached ADU: $2,200–$3,800 all-in fees, 4–6 week plan review.

Clark County — Building & Fire Prevention
- Cosmetic OTC permit: $180–$320, same-day issue.
- Bathroom remodel combination permit: $500–$1,200, 3–5 week plan review.
- Kitchen remodel combination permit: $700–$1,500, 3–6 week plan review — the busiest office in the valley.
- Structural wall removal: $900–$2,000 plus $400–$1,000 engineered plans, 4–6 week review.
- Addition or detached ADU (Enterprise, Paradise, Spring Valley, Summerlin South): $2,500–$4,200 all-in fees, 5–8 week plan review, plus zoning conformance review.

City of North Las Vegas & City of Boulder City
- North Las Vegas: fees track close to Clark County (±10%), plan review 2–4 weeks for interior remodels, 4–6 weeks for additions.
- Boulder City: smaller department, in-person submittal common, 2–3 week review on most remodels, historic-district overlay adds a design-review step for pre-1960 homes.
Step 4 — Don't skip the HOA overlay
Permits and HOA architectural review are separate approvals. Both are required. In most valley master-plans, the HOA wants to see the permit application number before it will approve exterior changes, window enlargements, roofline work or ADU/casita builds.
- Summerlin (both CLV and Clark County parcels) — Summerlin Design Review Committee, 2–4 weeks, tight on exterior materials and paint palette.
- Anthem, Green Valley Ranch, MacDonald Highlands, Seven Hills, Inspirada (Henderson) — 2–6 week ARC review, see the Henderson guide above.
- Aliante (NLV) — Aliante Master Association, 2–3 weeks.
- Southern Highlands (Clark County) — SHCA ARC, 2–4 weeks, very strict on rooflines and window enlargements.
- Lake Las Vegas — village-specific ARCs (SouthShore, MonteLago, The Falls), 3–6 weeks, requires full material spec board.
Step 5 — Who pulls the permit — and why it matters
Nevada NRS 624 restricts permit pulls on residential remodels to (a) a Nevada-licensed contractor or (b) the homeowner as an owner-builder on a primary residence. Owner-builder pulls sound cheaper up front but shift 100% of the liability, NSCB compliance and warranty risk onto the homeowner — and every insurance and resale exposure below applies squarely to you.

What happens when you skip the permit
- Resale disclosure — Nevada NRS 113 requires disclosure of unpermitted work. Appraisers flag it; buyers routinely negotiate $8k–$20k off list.
- Insurance — water-loss, fire and liability claims tied to unpermitted plumbing, electrical or gas work are a common denial reason across USAA, State Farm, Allstate and Farmers policies in Nevada.
- Retroactive "as-built" permits — every valley office issues them, but expect demo to expose the concealed work. Total cost typically runs 3–6× the original permit fee, plus the re-do.
- ADU / addition footprint issues — unpermitted square footage is not counted on the appraisal and can force a partial demolition at sale if setbacks or FAR limits are violated.
